Can I decline or must I complete a flag's 3-movement free action, including from the Rail platform?
Several players agree and the rulebook describes the 3 moves.

You must either make exactly three movements or none; movements you pass on are lost, even at the end of a round. Movement from a flag taken in the end-of-round phase must be used right then.
