Panamax
What does the free 'load one die' flag bonus allow?
The designer and a publisher both said the bonus does not place dice on the Rail.

Load one die from any container on an incomplete contract, or take a value-2 die from the warehouse or pool, onto a ship in a loading zone (including one loaded this turn). A contract die must go to its matching zone; a warehouse die may go anywhere. Per the designer and a publisher it cannot put a die on the Rail table.
