Dice in wagon 1 move to wagon 2, which sets next round's turn order by dice sum (highest first; ties go to the left-most die). Wagon 2 dice go to the platform, players choose a flag in order of total, and then the dice return to the Dice Pool, not the warehouse. Dice placed by a clipboard action in that step stay on the rail. The platform flag effect applies at once.
