Private Industry

Companies have an ever-growing need for energy. Private Industry rules allow players to fill that need by providing battery energy.

Components

  • 6x residential contract tiles with Private Industry icons (2 livestock, 2 forestry, 2 agriculture)
  • 6x price markers (2x livestock, 2x forestry, 2x agriculture)
  • 9x Private Industry market cards:
    • 3x livestock (two 1-battery, one 2-battery)
    • 3x forestry (two 1-battery, one 2-battery)
    • 3x agriculture (two 1-battery, one 2-battery)
  • 1x specialist action card
  • 1x specialist scoring card

Setup

  1. When setting up a Pampero game to use Private Industry, set aside the sector A2 standard residential contract tiles from the base game and replace them with the six Private Industry residential contract tiles provided with this game expansion.
  2. Randomly place the Private Industry contract tiles on the 5 standard contract locations in spaces A1 through A5 in sector A2 on the game board (not on the remote contract spaces in sector A2). Return the unused contract tile to the box.
  3. Shuffle the Private Industry specialist scoring card into the specialist scoring card deck. Shuffle the Private Industry specialist action card into the specialist action card deck.
  4. Shuffle and place the 9 Private Industry market cards face down to form a deck near sector A2 of the game board. Turn 2 market cards face up by this deck.

Gameplay

Private Industry provides two new actions: fulfilling industry-specific contract tiles, and selling to Private Industry market cards, which allow players to sell batteries.

Fulfilling Private Industry Contracts

Rules for fulfilling Private Industry contracts are the same as fulfilling a standard contract in the base game. Move the income marker, etc. as normal.

After fulfilling a Private Industry contract, take 1 price marker that matches the contract's industry from the supply, and place it on your grid board, in the same column as the contract, so that it is between the two income band values for that column.

If there is already a price marker matching that industry on your grid board, move that price marker to the column with the rightmost matching Private Industry contract tile. In other words, if the contract you just fulfilled is further right than the matching price marker, move that price marker on your grid board to that column, otherwise leave the price marker where it is.

Note: Remember, you must have an electrical tower in the sector to take a contract there, or pay a player that does have an electrical tower there. Players normally add their first electrical tower to A2 during base game setup, but a companies tile may prevent that (See Companies).

Selling Batteries to Private Industry

To sell to a private industry, you must already have a Private Industry contract tile for the matching industry on your grid board. For instance, you must already have a Private Industry forestry contract and matching price marker on your grid board before you can sell batteries to the forestry industry.

Use an action card from the base game that supports the Sell to a Foreign Market action (for instance, base action card A4). See page 16 in the base rulebook for the steps on the Sell to a Foreign Market action. The action card must be played in a zone A space on your company mat, not a zone B space.

Select a Private Industry market card from the table, and pay the indicated number of batteries to the bank.

Score Private Industry market cards like foreign market cards.

Example: Yellow wants to sell 2 batteries to the forestry industry. They have already fulfilled a forestry contract tile (in column 2) that connects them to that industry. They play specialist action card SA6 (which supports Sell to Foreign Market) to the rightmost A space on the top row on their company mat, so the cost of the action is $0. Yellow selects a face up 2-battery forestry Private Industry market card and returns 2 batteries from their area back to the supply. Yellow takes $12 (income on both sides of the price marker, plus $5 for the market card: $3+$4+$5=$12).

Private Industry Action Card

When used by a player, this card provides one of three different actions:

  1. Fulfill a Private Industry contract.
  2. Collect income to the right of the rightmost Private Industry price marker on your grid board.
  3. Advance 1 of your price markers up to 2 columns. A price marker cannot advance past the last built electrical tower.

Private Industry Scoring Card

Use this card during a scoring phase and collect the rightmost value from one of your Private Industry price markers.

Pampero Base Game Tower Bonus Tile

This tower bonus tile from the base game can be used to score matching icons on foreign market cards, as described in the player reference (see tiles 24 and 25 on page 6). Alternatively, it can be used for Private Industry scoring (but not both).

Check your grid board for the highest placed price marker. Collect the value to both the left and the right of the price marker.

Example: Green has a forestry price marker in column # 4. During end game scoring, Green collects $11 ($5 + $6).

Parking Grid Boards

The bulldozer parking grid boards included with Clear Skies provide alternate bonuses.

Components

  • 1x two-player parking grid board
  • 1x 3-4 player parking grid board

Setup

Place the Clear Skies parking grid board for the number of players over the grid on the main game board.

Parking Grid Board Icon Reference

  • Build a second wind farm where you already have one, and gain energy: 1 energy for zone A, 2 energy for zone B, 4 energy for zone C.
  • Receive $1 for each contract tile on your grid board.
  • Produce batteries as per the Consolidation Phase in the base rules (page 18), but produce 1 fewer battery.
  • Take a face up specialist action card or the top card from the specialist action card deck.

Specialist Card Boards

The two specialist card boards provide spaces to place the face up specialist cards.

Components

  • 2x specialist card boards

Setup

Place these boards where you would normally place the six face up specialist cards during setup.

  • Place the face up specialist scoring cards on this board instead of on the table.
  • Place the face up specialist action cards on this board instead of on the table.

Investor Tendencies (Objectives)

Accepting money from investors doesn't come without strings. Investors want something for their capital, but if you can fulfill that requirement, they will provide a nice bonus!

Components

  • 16x objective cards

Setup

During setup, each player draws 2 Investor Tendencies objective cards. Look at them both and place one face down in your play area. Discard the other, also face down.

Using Objective Cards

Objective cards are scored during any scoring phase or at the end of the game during the investor payment phase. The icon on top of the card indicates the cards should be scored during End Game Scoring step 4 - Pay Back Your Investors. Score the cards prior to paying back investors.

Objective cards with the clock icon are recommended when playing the long game. See Longer Game on page 4 of the base rules.

In order to score the objective card, you must meet the objective in the middle of the card. Each objective card is explained below.

The reward for all Investor Tendencies objective cards is $10 plus $10 for each venture capital tile (from the base game) on your grid board.

Important: Investor Tendencies objective cards are scored as the last step of a scoring phase.

Objective Cards Explained

  • The sum of all your income markers must be $30 or more.
  • Have 2 or more zone C contract tiles.
  • Have 2 or more transformers on each sector B1 and B2.
  • Have 5 or more double-icon contracts. (Count just the contracts, not the icons on them.)
  • Have 4 or more lucrative contract tiles. (Count just the contract tiles, not the icons on them.)
  • Have 7 or more of your wind farms on the game board.
  • Have 7 or more batteries on foreign market cards and Private Industry market cards you've fulfilled.
  • Have 3 or more remote contract tiles.
  • Have 4 or more solar contract tiles.
  • Have 6 or more specialist cards. Since specialist scoring cards can only be used once, they must be un-scored to count.
  • Have 5 or more batteries.
  • Have network tiles covering 5 or more energy. Count each connection just once.
  • Have 2 or more columns completely filled with contract tiles.
  • Have transformers on the game board spaces worth 15 or more energy contracts.
  • Have all your income markers on $5 income or more.
  • Have 5 or more electrical towers in zone A.

Companies

Control a private company that contracts with the government to help build the renewable energy infrastructure.

Components

  • 14x company tiles
  • 3x connection tiles
  • 1x Energific tile

Note: The components list above is transcribed as printed (14x company tiles plus 1x Energific tile). The company tiles shown on pages 8 and 9 of the source total 14 including the Energific tile, i.e. 13 company tiles plus the Energific tile.

Setup

Give each player 2 random company tiles. Place one face up in the empty space on your company mat above the A bonus tiles. Discard the other. Follow any setup instructions on the kept tile.

Using Companies

Company Tiles Explained

Each company tile is transcribed with its printed effect text. The company names are not reproduced here.

  • Setup: Begin the game with $30, instead of $25. Start the game with $30, not $25.
  • You may ignore all network requirements on your grid board when placing new contract tiles. They do not count as fulfilled for scoring purposes. You may fulfill them as usual for scoring purposes.
  • Consolidation: When you generate batteries, you may pay 2 energy to take 1 battery, 1 time only. During the Produce Batteries step of Consolidation, you may pay 2 energy to take one battery one time. If playing with the Restricted Battery Storage rules (base rules page 19) you need room to store the battery.
  • Setup: Place the Energific tile next to your company mat. This tile counts as an additional action card row. Place this tile below your company mat. Use it as a placeholder to start a new row that holds a single action card. The card costs are A $5, B $8, C $15. You now have a 3rd row from which to retrieve cards during Consolidation.
  • When you play an action card, you may place an additional action card face down on the same row. You are limited to 1 face down card per row. You may play 2 action cards at once, placing one face down and the other following the usual rules. There can only be 1 face down action card per row. This card may be retrieved as usual during Consolidation or when retrieving all your action cards. The spot with the face down action card is considered occupied. If you have the Play +1 Card tower bonus tile, then you may play 3 cards, with just one of them face down.
  • Setup: Place bulldozer in Utility Area. Your bulldozer must move before building instead of after. New bulldozers must be placed in the Utility Area. Other players cannot move your bulldozers. During Setup, place your bulldozer on the unlimited utility area on the game board. You must move your bulldozer before building instead of after. This is the only bulldozer you can use when building. If you gain a new bulldozer, you can only place it on the bulldozer section of the game board (the grid or the utility area), not on the map.
  • Once per round, you may swap an action card on your company mat for a card in your hand. Once per year (round), you may swap an action card on your company mat for a card in your hand.

Extra Scoring Tiles

These can add additional scoring to the base game. Note that these tiles cannot be used with the solo game.

Components

  • 25x scoring tiles

Setup

Draw one of these scoring tiles during setup and place it next to the main board near the other 2 end-of-game scoring tiles. Score all three tiles at the end game.

Alternate Setup Rules:

  1. Do not play with the specialist scoring cards, keep them in the box.
  2. Shuffle all the base game scoring tiles, draw one and place it on the 1st scoring icon.
  3. Shuffle all the Clear Skies expansion scoring tiles, draw three and place them randomly in the 2nd scoring icon and in the end-of-game spaces.

Note: These scoring tiles are wider than the base game scoring tiles because they contain no majority scoring. These scoring tiles cover that indicator on the game board.
