When are the Townsfolk and Outsider rows refilled?
The designer said the rows refresh at the end of each round, matching step 7 of the round structure.

Only at the end of the round, once everyone has passed: discard the card left in the end space (rightmost Townsfolk, leftmost Outsider), slide the rest along and refill. Nothing refills mid-round, so taking a card leaves a gap until cleanup. The new cards are available immediately in the next round.
