When does a Townsfolk's ability trigger relative to its action?
The designer ruled the Townsfolk must be in your crew before the action and pays out afterwards.
After you complete the action. You must already own the Townsfolk when you begin the action: one recruited during that action (via a free-Recruit reward) does not trigger for it, though its immediate lightning reward still applies. Rewards from it can't pay for the action.
