What if a Suspicion card or reward pays more Silver than is left in the Tax supply?
The designer ruled you take the last Tax coin and the rest from the supply, then refill after the Inquisition.
Take what remains in the Tax supply and the rest from the general supply. Emptying the Tax supply triggers an Inquisition, which resolves immediately; afterwards refill the Tax supply to its player-count amount.
