When does the solo AI shuffle its Scheme deck?
The designer said the deck is reshuffled whenever the AI Prays, however it gets there.
Whenever the AI actually Prays, by any route: the Pray Scheme card, a Pray reward from Commission, Garrison or a Recruit, or a fallback Pray. Merely drawing a Pray card does not shuffle, and the deck is also reshuffled if it runs out.
