The designer ruled the AI tries the left option first, never builds Workshops, and ignores costs.

It starts at the Favour matching its Resource Marker, moves right looping around, and uses the first it can. It tries the left-hand option first, then the right. A Develop or Workshop option is skipped for 2 Workers, a Debt-for-Workers Favour is taken, and it ignores Favour costs. The AI always uses a Favour once it reaches it, once per round.
