Can the AI Attack or Convert with low attributes, and does it pay Silver for Attacks?
The designer ruled the AI can't spend Silver to attack, loops to find eligible targets, and gets the convert bonus.
No. It must meet the Outsider's Strength or Faith requirement and cannot hire warriors with Silver. If it doesn't qualify for the targeted card it moves right and wraps to find one it does, otherwise it falls back to its top-left action. Converting gives it the immediate bonus (such as Strength) and it keeps the card for scoring.
