The number of Workshops the AI has is set by difficulty (Easy 1, Standard 3, Hard 5 King's Orders, each with an AI Workshop), and it can't get more beyond that. It scores nothing for Workshops or Develops, but a Guardian it converts scores by the Workshops on its board.
