You always act first. On each AI turn it reveals one Scheme card and does that action, repeating until it has no Workers or takes Rest. At the end of a round or when it passes, all its Workers are cleared; none carry over. In solo, the second-right-most Townsfolk and second-left-most Outsider are also discarded at refresh.
