Do I still pay the Townsfolk's Silver cost when I only dismiss it?
The Recruit section says Silver may be required and that Debt can replace it for the two left-most cards.

Yes. Both hiring and dismissing cost the Silver printed under the card, unless a reward or King's Favour makes the Recruit free. The two left-most Townsfolk may be taken by accepting a Debt instead of paying.
