Do I pay 2 Silver when I get a Pray from Absolve, Commission, Garrison or a King's Favour?
Several players agree, and the rulebook ties the cost to the Pray action space.

No. The 2 Silver is part of the Pray space on your board. A free Pray gained as a reward costs nothing and does not require placing a Worker on the Pray space.
