Who gains a Debt and who discards Suspicion during an Inquisition?
The designer ruled that only Debt-takers discard, ties each gain one, and the rulebook agrees.
Everyone tied for the most Suspicion cards (counted by cards, not by coins on them) gains 1 Debt and returns half of their Suspicion, rounded down. Players who don't gain a Debt keep all their Suspicion, and nobody gains a Debt if no one has Suspicion.
