Does a free Recruit reward let me dismiss a Townsfolk, and can I take a Debt for it?
The designer ruled that the reward icon only recruits, while the King's Favour allows either.
A plain free-Recruit reward from Commission, Garrison or Absolve (a plus symbol) only lets you recruit the card into your crew; an X symbol means dismiss. Free means free: no Silver and no Debt. A King's Favour Recruit lets you choose recruit or dismiss as printed.
