How many Workers does a developed action need?
The Develop section sets the 2-Workshop maximum per action and the reduced Worker count.

One Workshop on an action lets you use one fewer Worker and two Workshops two fewer, so a three-Worker action drops to two and then to one. At least one Worker is always required, and each action takes at most 2 Workshops.
