Does a Develop from a King's Favour cost Silver, and do I gain the Worker underneath?
No Silver: the designer says a Develop from a King's Favour is free of the normal Develop cost, so you pay only what the Favour itself prints. You still place a Workshop, gain the Worker beneath it, and it counts as a Develop for Townsfolk such as the Architect.
