Do I gain Suspicion for a Criminal from any source?
The rulebook says any time you add a Criminal to your supply you gain a Suspicion card; the designer agreed in a thread about a free Recruit.

Yes: Conspire, a Tavern card, a King's Favour or a Townsfolk all give one Suspicion per Criminal, and it can trigger an Inquisition. When one card gives several Criminals, resolve each Suspicion card separately.
