How does Negotiate/Enlist set scoring work?
Group your Negotiate symbols into sets of different symbols: 4 different score 9 VP, 3 score 5, 2 score 2, 1 scores nothing. A symbol belongs to only one set, duplicates don't extend a set, there is no cap on the number of sets, and the three matching symbols spent on an Ally still count. Form the biggest sets first.
