How does Muster work with the Diplomat?

You move the Diplomat to another stack, paying Provisions per stack moved, take the card where he ends (its benefits, plus the matching attribute step) and keep it for end-game scoring. He then stands on the stack's new top card. When a pile is exhausted it is simply no longer available, and the Diplomat can't end on an empty spot. The printed Worker on a Muster card is unrelated to the Muster action.
