The designer confirmed that Workers gained after passing are kept, which extends the rulebook's 3-Worker carry-over.

You keep at most 3 Workers when you pass. The designer confirmed you also keep Workers gained after passing (for example from an Inquisition-triggered Townsfolk), so the cap applies when you pass rather than as a hard ceiling afterwards.
