Can I combine two dice to pay a skill cost, and do spent dice need exact values?

Yes — you can first turn two dice into a heroic die and use it to pay a cost. Values do not matter for strength and agility skills (you just need that many dice of the color); magic skills need magic dice whose values total at least the mana cost.
