The designer ruled that stair damage is not part of an encounter.

No — stair damage is separate from an encounter's consequences, so prevention skills and the Paladin's armor do not apply, and Whimsicality converts nothing from individual stair tokens. Stair damage may be assigned to any hero, and in the same turn as an encounter it counts toward that turn's damage for per-turn limits.
