When can I use potions?
The rulebook lists potion use among step 4 actions and allows healing outside encounters.

After rolling, in any order with your other actions in an encounter. Healing and Invisibility can also be used outside encounters, including at the start of your turn before paying time. Potions can be used several times in an encounter if you have tokens.
