When can I descend?
The rulebook states when descending is allowed.

Whenever a turn ends with the stairs card face-up, including after a flee, or straight away if the stairs show up while you are paying the opening 2 time (then you skip exploring or entering). If they turn up in the middle of an encounter, finish that encounter first.
