In step 6a of setup use the new Initial Contracts instead of the Initial Contracts from the base game.

Appendix: New Starting Contracts

(C60) Have at least 1 Urban Building, Mine, and/or Turbine in an orange and white city. Reward: Gain 1 VP and a Level 1 Technology.

(C61) Have at least 1 Urban Building, Mine, and/or Turbine in a green and white city. Reward: Gain 1 VP, 1 Thaler, and a Level 1 Technology.

(C62) Have at least 1 Urban Building, Mine, and/or Turbine in a green and purple city. Reward: Gain 1 VP, 2 Thaler, and a Level 1 Technology.

(C63) Have at least 1 Urban Building, Mine, and/or Turbine in an orange and purple city. Reward: Gain a Level 1 Technology.
