In a 3-4 player game, must I attack whoever holds the Target?
The rulebook's Strategy Tip says you don't have to attack the Target holder, and it treats damage as one combined attack.

No. You may choose to use no damage at all, which keeps the Target from moving. If you do attack, your damage is one attack aimed at the Target holder; you can't split it between opponents.
