Objective of the Game

Build Rome and develop the empire by playing cards to obtain the highest score when the Coliseum is built.

Setup

Shuffle all the cards except the Coliseum card and the starting card, and place the deck on the table. Then place the Coliseum card on top of the deck. Turn the starting card to the side that shows the Fountain and 4 Banners and place it as the starting card in the center of the table, beginning the map.

Turns

Draw a card from the bottom of the deck and add it to the map. Cards added to the empire must follow these rules:

  1. Choose the side of the card you want to play.
  2. The card must be placed in a rotation of 0, 90, 180 or 270 degrees.
  3. The card must cover at least 3 spaces of the existing map. The Market, the Fountain and the Watchtower occupy 2 spaces each. The Temple occupies 4 spaces.
  4. A card can never cover water spaces or barbarians.
  5. You may cover Banners and Romans.
  6. You may cover Buildings and Fountains, but only if you cover them completely with the newly added card.
  7. The new card can never be placed underneath previously placed cards.
  8. Once a new card has been drawn, previously placed cards may not be altered.
  9. If you have no legal place to put a card, the game is over, you lose.

Example 1 (legal): the new card legally covers 3 spaces of the existing map.

Example 2 (illegal): the new card only covers 2 spaces and should cover the market completely and not partially.

End of the Game

When the Coliseum is placed, the game ends and scoring is carried out.

Scoring

All cards are scored based on adjacency. Adjacent means orthogonal, not diagonal.

Once you have your final score, look at the following table to see your standing within the Roman Empire:

Scoring of Romans

Citizens

Each set of an adjacent Man and Woman scores 3 points. Each citizen can only score once this way.

Senators

Senators score according to how many there are in a chain or group. The total score is 0/2/5/9 points depending on whether there are 1/2/3/4 Senators in the chain or group. (Examples: 3 Senators in a group = 5 points; 4 Senators in a group = 9 points.)

Praetorians

Each Praetorian scores 1 point if it is adjacent to a Barbarian. Each Praetorian can only score once this way.

Merchants

Each Merchant scores 2 points for each Market it is adjacent to.

Scoring of Barbarians

Barbarians

Each Barbarian subtracts 2 points from you if it is not adjacent to a Watchtower or a Praetorian. Barbarians cannot be covered by new cards.

Scoring of Structures and Landscapes

Banners

Each Banner scores 1 point.

Markets

Used to score Merchants.

Temples

Each Temple scores 1/3/6/10/15 points for each 1/2/3/4/5 different adjacent Romans. If there is a Barbarian adjacent to the Temple, it scores 0 points.

Fountain

Scores 0 points. The Fountain is a building obstacle that can be covered by new cards.

Water

Scores 0 points. Water cannot be covered by new cards.

Watchtower

Each Watchtower scores 1 point for each Barbarian adjacent to it.

Villa

Each Villa doubles the score of one adjacent Roman. Each Villa can only be scored once, and each scoring group of Romans can only use one Villa.
