Yes, according to a Fantasy Flight Games developer's emailed reply relayed in a forum post: as written, the additional damage applies even when the attack test fails. Some players read 'additional' as needing base damage to add to, and played it that way. The relayed ruling is the better supported reading, but it is not a published FAQ entry.
