You get a Mobilize character's text as soon as you gain it, after the HQ is refilled, and you must resolve it unless it says "You may". Once it is in your deck, ignore its Mobilize text. It applies to recruiting and to other forms of gaining, and the card is already in your discard pile when the ability resolves.
