Shuffle each objective's mini-deck (with its Drones) separately, then stack them with Objective 1 on top and Objective 3 on the bottom. Events and Hazards are not separate piles: each card has small bottom text naming the mini-deck it belongs to, and each mini-deck includes its own Events and Hazard.
