Does the starting player change each round, and what does the number on the Round card mean?
The rulebook says the Starting player tile has no ongoing function; the card-number reading comes from forum replies.

Turn order simply keeps going clockwise; the Starting player tile has no ongoing function. The starting-player number on a Round card is only a reminder of whose ship moves first and a check that you flipped the right card, not a separate rule.
