Le Havre
Does the Wind Farm remove the energy cost of building a ship, and how does it work with the Steelworks?
The rulebook says a 3-energy discount in a main action with no refund.

Yes. The Wind Farm owner gets a 3-energy discount whenever a Main action costs energy, which fully covers a ship's 3 energy at the Wharf. The discount applies once per action, not per item: at the Steelworks it takes 3 off the total, with no refund of any excess.
