Building is a Main action: you enter a Construction Firm, Building Firm or similar, pay the building's resource cost and take a card from the top of a Building Proposals pile. Buying is a free additional action paid in Francs, usable at any point in your own turn, even several times, before or after your Main action. Either way the building ends up in front of you, and money can never replace the resource cost of building.
