Yes, under the standard rules you can sell at any time except while that player is taking an action. The designer confirmed that selling at the end of the previous player's turn and buying the building back on your own turn is legal, though that player can buy it first. Newer printings add an optional Expert rule: outside your own turn you may sell only to cover a forced payment such as interest or feeding.
