Can I enter a building just to block it without using its action?

The rulebook says a player entering a building must carry out its action.

No. Entering a building means carrying out its action, and you may not enter if you cannot pay the entry fee or cannot perform the action (for example the Local Court needs a loan to return). You may use only part of the action, but you cannot go in purely to block.
