Francs can always replace food one for one — for entry fees, the end-of-round feeding and so on, in any mix with real food — but food can never replace Francs. A Franc cost (a building's price, a Franc entry fee, interest) must be paid in Francs, and where a cost reads food/Franc you pay one or the other.
