Can a knocked-down or doomed survivor still use Block or dodge?

A Block that is already active keeps working while knocked down or doomed. To actively block, they must be able to spend an activation, which a knocked-down survivor cannot, so they must stand first. A doomed survivor can't dodge (it costs survival), while a knocked-down survivor can.
