Can I hunt with fewer than four survivors, and does a replacement join if one dies?

Only if the population is below four. Send as many as you can; if only some survivors can leave, go with them. No replacement survivor is created if one dies mid-hunt, and a survivor found on the hunt goes to the settlement rather than into the party.
