No: the rulebook only adds the Gorm's event to Lantern Year 1 and does not remove the White Lion; replacing it is a house rule. Gorm Climate is an extra settlement event added on top of the yearly draw, so it can't stop other events, and it is effectively impossible to remove without a Gorm: innovate Drums and then Song of the Brave and beat another Gorm. Most players leave Gorm Climate out when not playing the Gorm.
