After the Test the Gate roll, each survivor may do any or all of the four listed actions once (-1 attribute token, 1 bleeding token, 1 random disorder, or archive 1 gear), each adding +1. A survivor can't repeat the same action, so with four survivors the bonus tops out at +16. A result of 1-7 is Unwelcome: end the hunt and apply the Starvation space rules.
