Each returning survivor adds one endeavor to the settlement pool, and anyone may spend it unless the action names a specific survivor. A survivor can endeavor as many times as the action allows; the limit is running out of endeavors. Unless stated otherwise, the effects apply to the survivor who performed the endeavor, and any survival lost comes from them.
