Can Encourage be used at any moment, even mid-activation or during a flow?

Yes, Encourage doesn't need a survival opportunity and can be used at any time, except in the middle of resolving a dice roll or table within a card's text. A knocked-down survivor who is stood up doesn't regain the activation they lost; they can move and activate normally afterwards. Frozen Star-type abilities follow the same timing.
