Can Encourage target a survivor who isn't knocked down?
No, unless an effect says so. The rulebook describes Encourage as letting a knocked-down survivor stand, and a Discord Q&A relay confirms it cannot be used on a standing survivor. Encourage can be used at any time, but not in the middle of resolving something, and not by a doomed or knocked-down survivor.
