Does dodging a hit also stop a Before Damage effect such as the Phoenix's Peck?

Contested. Before Damage is applied after hits and hit locations are rolled and before damage is dealt, and a dodged hit becomes a failed attack roll, so one reading is that dodging the hit avoids the effect. Another reply argues the effect happens regardless. Neither is confirmed by the designer.
