Can a survivor with a dismembered arm still use paired weapons?

Unsettled. An early designer Q&A (relayed by a forum poster) said yes, one dismembered arm can still use paired weapons, and the rulebook only bars two-handed weapons. Some players read the paired keyword strictly or rule that the paired speed bonus can't apply. With two dismembered arms the rulebook says you cannot activate any weapons.
