The first time the death count is updated you trigger the Death principle's story event and choose a principle; its benefits then apply from the next death count tick onward, at the Update Death Count step. The bonus for the next departing survivors applies once, after which only the lasting effects remain. It triggers when a survivor dies, not on any generic population loss, and a survivor who vanishes or is exiled hasn't died.
