How does the Squire campaign differ from the core rules?
The Squires campaign has its own rules and many exceptions, so don't assume core rules apply. Reportedly squires ignore skip-next-hunt (per the official FAQ), and they don't build settlement locations. Owen's Suspicion only counts when the Black Knight actually goes through with targeting Elle, not merely when she is picked as target.
