Which nations start as an Empire and which can never become one?

The Atlanteans start on the empire side. The Vikings and the Arthurians never become an Empire, so their state card stays on barbarian; they can still play empire cards through Combs and Guennuvar respectively. The Arthurians use their quests in place of development.
